Tamil Nadu Population Health Registry

The National Health Mission (NHM) is a flagship program of the Government of India to address the health needs of underserved rural areas and the health concerns of the urban poor population. The thrust of the mission is on establishing a fully functional, community-owned, decentralized, rigorous monitoring and evaluation against standards, improving the health delivery system through innovations, flexible financing, and interventions with inter-sectoral convergence at all levels.

The State of Tamil Nadu has established the Population Health Registry Comprehensive Health Information Technology Platform as a health security initiative to extend the benefits of digital technology with a vision to transform Tamil Nadu into a digitally empowered society that provides affordable and accessible health care to all in a secure and reliable manner. The initiative is founded on the concept of providing a unique health identification (UHID) number to all citizens residing in the state, including migrants, to enable data-driven decision-making at all stages.

The family folders are the key activities under Universal Health Coverage (UHC), Population-Based Screening (PBS), and Makkalai Thedi Maruthuvam (MTM).

Population health registries are databases containing data on people who have certain traits in common, typically a certain disease or chronic illness. In order to assess certain patient population results, the registry's patient health data is utilized. A user can give permission for the sharing and connection of their personal health records with the government via a personal health record (PHR) application. To create PHR applications that are compliant with ABDM,ABDM (Ayushman Bharat Digital Mission) has integrated with the TNPHR application called ABHA Health Records Application, through which patients health records can be maintained.

Each individual's health record is private to that person, and access to each record requires that person's express, informed consent. Applications for personal health records (PHRs), like the ABHA Health Records Application, give users complete control over the data that is gathered, shared, and processed.

Through Tamil Nadu's Population Health Registry (PHR), a comprehensive health information technology platform, over 35 lakh people have already been screened. After being tested in the Kandamangalam block of the Villupuram district, the ambitious project, which seeks to include all 7.6 million residents of Tamil Nadu, is progressively spreading to further regions of the state. Under Makkalai Thedi Maruthuvam (MTM), Universal Health Coverage (UHC), and Population-Based Screening (PBS), there is a state-wide rollout for the use of medical personnel.

HIMS Integration with PHR

The HMIS Portal facilitates the flow of physical performance from the facility level to the sub-district, district, state, and national levels using a web-based Health Management Information System (HMIS) interface. The portal provides periodic reports on the status of the health services performances and the human resources and infrastructure services facilities available.

MTM-MAKKALAI TEDI MARUTHUVAM

Makkalai Thedi Maruthuvam Scheme:- The Makkalai Thedi Maruthuvam Scheme was started by the Tamil Nadu government to decrease the number of patients who visit different hospitals for the treatment of non-communicable diseases. The state’s citizens will receive doorstep health care under this plan.

The state government has just introduced the Makkalai Thedi Maruthuvam Scheme 2023, which would allow Tamil Nadu residents to access health services while they are at home. This program has covered over 1172 health sub-centers, 189 primary health centers, and security community health centers. All beneficiaries of the scheme who are unable to visit a primary health center, private health center, or government health center will receive door-to-door delivery of all medications and other health-related whatsaservices. This will help lessen the spread of infectious diseases, and the patient will gain access to all conventional medical resources.

Makkalai Thedi Maruthuvam Scheme Objective

The primary goal of this scheme is to provide state healthcare services to ill residents in their homes. All health and medical services will be provided through this program to patients in their homes. The government has covered 1172 health sub-centers, 189 primary health centers, and 50 community health centers to promote development in all the healthcare facilities provided through this program. This strategy is an excellent way to prevent other contagious illnesses like COVID-19. With the help of this plan, the afflicted individual can heal themselves independently of others.

• The Makkalai Thedi Maruthuvam Scheme has been launched by Chief Minister Stalin in Coimbatore, Chennai, and 7 additional districts.
• Through 2023, the scheme will contribute to advancing the healthcare system.
• The primary goal of this program is to make health services available to all Tamil Nadu residents.
• It will help deliver primary healthcare to people’s homes and highlight dangerous health information.
• Through this program, beneficiaries over 45 will be covered.
• To ensure that all afflicted patients in Tamil Nadu can benefit from this program, special consideration has been provided.
• Through this program, nurses, physiotherapists, public health experts, and volunteers for women’s health will provide patient care right at your door.
• This initiative will assist at least one crore of individuals from 30 lakh Tamil Nadu homes.
• For the effective running of this scheme, the government has allotted a budget of Rs 258 crore.

• A test will be offered as part of this program to identify non-communicable diseases, allowing participants to learn more about their non-communicable conditions.
• The seven states where this program has been introduced are Thanjavur, Tirunelveli, Madurai, Tiruchi, Coimbatore, Chennai, and Salem.
